Paulding Village Council met in Regular Session on October 21, 2013, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor White called the meeting to order.
Finance Director Tope called roll with the following members present: Roger Sierer, Jim Guelde, Tom Diaz, and Mike Trausch. Administrator Wiebe was present, as was Solicitor Jones via Skype. Councilman Randy Daeger and Council woman Barb Rife were absent.
Diaz motioned to approve the minutes of the October 7th Council meeting, seconded by Guelde. Vote: all yea.
Paulding County Sheriff Deputy, Brion Hanenkratt, was present to discuss the E911 levy that will be on the ballot this November, and to request the public’s support. He noted the current levy is at 1.2 mills, and that the department is seeking a replacement levy with a reduction to 1.074 mills. While this method will generate additional monies to provide the department with a bit of a cushion, it will not provide it with great excess.
Marsha Bennett of 220 N. Dix Street was present to discuss truck traffic continuing to damage her yard at the corner of Dix and Caroline Streets. Mayor White noted he was unable to contact Randy Daeger regarding this issue, but will inform him of her concerns. Solicitor Jones noted she should contact her own attorney and insurance agent regarding her liability concerns regarding potentially placing large stones or barricades at the edge of her property.
Guelde presented Council with a copy of a quote received from Martinez Concrete Construction to replace the sidewalk commencing at the corner of Main and Jackson Streets and extending west to the end of the Herb Monroe Community Park. The total cost for labor and materials is $8,000. Diaz motioned to approve the report, along with the bid, seconded by Trausch. Vote: all yea.
Sierer presented the Utility Committee’s October 15th report. The Committee met with Water Superintendent Mike Winners and URS Corporation’s representative Roger Baker. After draining the existing clear well tank, a significant amount of corrosion and pitting were discovered at various interior and exterior levels. A complete inspection of the tank was performed by Nelson Tank, and a detailed report was submitted to Mike Winners and the Village. URS was provided a copy of the report, and asked to prepare various options for the Village to consider regarding refurbishing or replacing the existing tank. The following two options were submitted:
• Constructing a New Tank: Constructing a new 500,000 gallon glass lined tank, with an expected lifespan of 75+ years (with no future painting required) – estimated cost $485,000.
• Refurbish: The Village may get 15-20 years of service using this option. The tank will need to be repainted every 10 years, and the expected life expectancy would be 20 years. Estimated cost $210,000.
The Village will not have to obtain additional funding for either option as there are funds remaining in the contract technical support fund (from the loan obtained from the OWDA for construction of the water plant) to cover either option. The Utility Committee recommended demolishing and replacing the existing clear well. Sierer motioned to approve the report, seconded by Diaz. Vote: all yea.
Ordinance No. 1463-13 re: An Ordinance Vacating an Alley located between Lots 15 and 16 of Old’s and Prentice Addition to the Village of Paulding, Paulding County, Ohio, was read for the third time. Guelde motioned to approve the legislation, seconded by Trausch. Vote: all yea.
Resolution No. 1286-13 re: Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor, was read for the second time. Trausch motioned to the legislation, seconded by Guelde. Vote: all yea.
Tope noted the fire escrow check for Tim and Amber Puckett was released.
Mayor White noted he appreciated everyone’s attendance at the Water Plant’s “Open House” that was held on October 19th. He also relayed “Trick-or-Treat” will be this upcoming Saturday, October 26th from 5:00–7:00 p.m., and encouraged everyone to be safe.
Wiebe noted he and the Mayor will be meeting with members of the EPA to discuss pH issues at the Waste Water plant.
Solicitor Jones noted the Stykemain property was finalized last Friday, October 18th.
The following committee meetings were scheduled:
• Recreation Committee – Thursday, October 24th at 5:30 p.m.
• Trick-or-Treat – Saturday, October 26th from 5:00–7:00 p.m.
Diaz motioned to approve the bills, seconded by Trausch. Vote: all yea.
Trausch motioned to adjourn, seconded by Guelde. Vote: all yea.
