Meeting Minutes from October 21,2013. Meeting called to order with the Pledge of Allegiance at 7:00 pm. Mayor Hoeppner, Councilman Abbott, Rice, Renner, Gerig, Voirol, Treasurer Sarrazine, Superintendent Walls, Chief Duhamell were present.
Chief Duhamell:
Woodburn Police Reserves have logged 60 hours so far in October. The Front Street Drags went well with over 100 spectators cheering on 17 competitors. Next year there will be a separate Cushman division. The WPD would like to remind residents to lock your doors on homes and vehicles. There have been reports of vehicles being entered and some vandalism has taken place. Woodburn Officers will be training in ground fighting skills and then tactical weapons by the end of November.
Audience:
Andy Daily from “Those Two Geeks” explained his IT Service Contract. After discussion Councilman Renner made a motion to extend his contract for three months with Andy tracking his hours. Councilman Abbott 2nd, all approved, motion carried.
Mayor:
Mayor presented the inter-local agreement with the County Highway Department to extend the agreement to December 31, 2016. Councilman Abbott made a motion to accept the inter-local agreement through December 31, 2016. Councilman Gerig 2nd, all approved, motion carried.
Signage quotes and designs for the Industrial Park. Councilman Abbott made a motion to accept option #3 with lighting from “Commercial Signs” for $13,500, Councilman Renner 2nd.
The Mayor presented sidewalk quotes for the extension of sidewalks to Hetrick road and sidewalk on Carl Street on the east side of the carry-out. Councilman Abbott made a motion to put in the sidewalks at Woodburn Road ($8,500 and Carl St ($4,600) using T&C Concrete as weather permits. Councilman Gerig 2nd, all approved, motion carried.
The Mayor presented a service agreement from Sturtz Public Management to write for the OCRA Main Street grant $10,000 and other philanthropic grants $2,000. Councilman Renner 2nd, all approved, motion carried.
There was additional discussion as to the fiscal plan that advises us to proceed with the annexation. After the discussion it was agreed to wait six months before revisiting.
Treasurer:
Meeting minutes from the October 10th meeting were discussed. Councilman Gerig made a motion to approved as corrected, Councilman Rice 2nd. Councilman Voirol abstained because he was not present at meeting, all others approved, motion carried.
Treasurer asked if rugs could be purchased for the office with the city’s logo. Councilman Renner made a motion to approve, Councilman Voirol 2nd, all approved, motion carried.
A resident who had come in with a spike in usage several months ago was discussed and it was determined that the city would give him a sewer discount, but he would be required to pay for the water. Councilman Gerig made a motion to approve sewer discount for high month, Councilman Abbott 2nd, Councilman Rice voted no, all other councilman approved, motion carried.
Warrants were presented and discussed. Councilman Voirol made a motion to approve, Councilman Gerig man 2nd, all approved, motion carried.
Superintendent Walls:
Gerig-Ottenweller is starting to hook-up water service. Thursday all line should be done. Water tower lettering is done and is now black. Water tower is back on line and passed all test. There was a water leak on 101 out by the industrial park. The City truck should be in soon. Ryan request missing correspondence from IDEM, Mayor to locate. It is now a requirement to track phone calls on sewer smell. If residents call, please leave call back number. Structure point is bringing in a company to assess our ponds. Ryan priced out a barn for the chlorine treatment, Councilman Renner to give a quote as well.
Councilman Abbott:
Wondered if we should be maintaining the lawn in front of City Hall. A resident that was watering a new yard in the Homestead addition asked for sewer relief. It was agreed to discount $13,000 gallons. Councilman Renner made a motion to approve discount, Councilman Gerig 2nd, Councilmen Renner, Gerig, Voirol voted to approve, Councilman Abbott abstained, Councilman Rice voted no.
Councilman Rice:
Would like to move forward with the annexation up to 24.
Councilman Renner:
Reminder that a drain needs replaced in his district.
Councilman Gerig: No Report
Councilman Voirol:
Would like to see the annexation move forward as soon as possible and would like council to look at going up to 24.
