ALLOWANCE OF CLAIMS:
Warrants documented as 205848 through 205900 for County Bills were approved and certified to the County Auditor for payment.
EXECUTIVE SESSION:
A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:04 a.m. with the Prosecuting Attorney to discuss legal matters. The motion was seconded by Mr. Fred Pieper. All members voting yea.
At 8:24 a.m. all members present agreed to adjourn the executive session and go into regular session.
IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:
The Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claims on February 26, 2014, Warrants numbered 205851 through 205860 in the amount of $1,907.56; and it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.
IN THE MATTER OF APPOINTMENT TO THE PAULDING COUNTY HOSPITAL BOARD OF TRUSTEES:
This 26th day of February, 2014, the appointing authority for the Paulding County Hospital Board of Trustees met with the following members present: Commissioners Tony Zartman, Roy Klopfenstein, and Fred Pieper; Common Pleas Court Judge Tiffany Beckman; and Probate/Juvenile Division Judge John DeMuth.
A motion was made by Judge John DeMuth to reappoint Randy Brooks (Republican) to the Paulding County Hospital Board of Trustees for a six (6) year term expiring March 1, 2020. The motion was seconded by Judge Tiffany Beckman. Upon the call of the roll, the following vote resulted: Judge John DeMuth, yea; Judge Tiffany Beckman, yea; Mr. Tony Zartman, yea; Roy Klopfenstein, yea, and Mr. Fred Pieper, yea. Motion carried.
IN THE MATTER OF PAULDING COUNTY ECONOMIC DEVELOPMENT TAX INCENTIVE REVIEW COUNCIL:
The Board of County Commissioners does hereby accept the recommendations concerning the county’s Enterprise Zone Agreements and Community Reinvestment Area Agreements as presented by the Paulding County Economic Development Tax Incentive Review Council.
IN THE MATTER OF AMENDING THE SANITARY SEWER SERVICE CHARGES:
The Board of County Commissioners does hereby amend the Sanitary Sewer Services Charges as follows:
5.01 AUTHORITY FOR CHARGES:
The Board of County Commissioners has the authority to establish and regularly review the monthly sanitary sewer service charge for each individual connection to any and all sanitary sewerage systems operated and maintained by the County Sanitary Engineer for all expenses incurred by him in operating, maintaining and financing of improvements to the sanitary sewerage systems under this jurisdiction.
5.02 BASIS OF CHARGES:
Monthly unit sewer service charges as established by the Board of County Commissioners are normally billed to the owner of any property connected to a County operated sanitary sewerage system. If the owner of any property elects to have his tenant or lessee pay these charges as they accrue, such tenant or lessee does so as the agent of the owner, and such owner shall be held responsible for unpaid charges. Multi-family residences shall be charged one unit sewer service charge for each single family unit.
5.03 DELINQUENT CHARGES:
A penalty of 10% of the total balance due with a minimum charge of $5.50 per EDIT shall be assessed to any late payment received after the 25th of the month the original bill was due. An additional 10% penalty shall be compounded on the total balance due on the 25th of each month thereafter until the balance is paid in full.
When any charge becomes greater than 90 days delinquent during the months of May and November, it shall be certified to the County Auditor for collection with the taxes due for a particular property and there shall become a lien against the property. All certifications shall be made at least annually.
Current and delinquent bills not certified to the County Auditor for sewer service charges are payable at the office of the County Commissioners or at any location specified on the bills themselves.
5.04 MAILING BILLS:
Bills for sewer service charges will be mailed to the owner of the property, unless owner designates otherwise. Failure to receive bills will not relieve anyone of the responsibility for prompt payment. It is the property owner’s obligation to notify the County Sanitary Engineer of any change or error of address.
5.05 BUILDING SEWER PERMIT FEE:
The Building Sewer Permit fee shall be $150.00 residential and commercial. This fee can be adjusted by the appropriate action by Paulding County Commissioners.
Meeting Notes of Appointments:
Judge Beckman and Judge DeMuth – The Commissioners and Judges Beckman and DeMuth met to appoint a member of the Paulding County Hospital Board (see resolution above).
Ray Jeffery – Mr. Jeffery met, at his request, with the Commissioners to discuss the upcoming Sheriff’s sale of the property known as the Antwerp Ball Field. Mr. Jeffery’s property is on the northeast side of the ball field property. He commented that he has had issues with dust from the dragging of the field over the last several years. He noted that when the ball association is approached about ways to better control the dust, they comply for a short time and then revert. The Commissioners informed Mr. Jeffery the sale is scheduled for March 6, 2014, on the main floor of the Courthouse. Mr. Jeffery is of the opinion the ball fields located at the Antwerp School property should be used instead. He maintains that would solve the dust issues for the residents living near the ball field. It would also solve the congestion parking causes.
Brion Hanenkratt, E-911 Coordinator – Mr. Hanenkratt presented a breakdown of radios used in the County. He also reported the ERS costs for 2011, 2012, and 2013, noting the costs for 2012 were elevated due to purchasing upgrades in the system. Mr. Hanenkratt stated his goals for a county-wide emergency radio system would be to start with portables for the Sheriff’s Office, eventually upgrading the EMS squads, EMTs, fire departments and first responders. He noted the MARCS system is probably the best available, but the user fees are too expensive. In the event that the user fees may be reduced or eliminated, the MARCS system would be a good choice. Commissioner Pieper commented there may be grant dollars available to purchase radios. Mr. Hanenkratt also commented the radios for the Sheriff’s Office should be encrypted.
Damien Morales, Oakwood Development Company – Mr. Morales introduced himself as the director for the Oakwood Development Company (ODC). He and his family moved to Paulding County nine years ago from Dallas, Texas. Mr. Morales has been on the job for six months and has already met with several businesses and residents. He announced the ODC along with the Auglaize Canoe and Kayak will be sponsoring the River Event on June 21. Mr. Morales reported his main focus is on the development of the twelve acre industrial park just outside of Oakwood. He commented the ODC has grown in membership. His goal for the ODC is to work together to re-build the village, focusing on better internet exposure. Mr. Morales then mentioned the old Rochester Park and the possibility of the ODC maintaining it. The Commissioners informed him the ODNR currently has the responsibility of the old park. They encourage Mr. Morales to contact ODNR with any questions regarding the Park.
Claudia Fickel, County Auditor – Ms. Fickel met briefly with the Commissioners to discuss expenses that may be paid from special funds. She noted she will do some additional research and possibly get an opinion from the Prosecutor.
Pam Miller, PCED – Ms. Miller presented the TIRC’s recommendations concerning the county’s Enterprise Zone Agreements and Community Reinvestment Area Agreements (see resolution above).
Brice Schmitmeyer and Craig Knapke, Access Engineering Solutions – Mr. Schmitmeyer, President, and Mr. Knapke, Project Manager presented their company based out of Celina, Ohio. They are very familiar with the grants that are available for villages and townships for improvement projects such as road work, water and sewer, storm drainage, parks/libraries, and demolition. Since 2004, they have assisted at least twenty villages in Van Wert, Mercer, Darke, Miami, and Auglaize Counties. Mr. Schmitmeyer emphasized that their company has the ability to see the project through from the application for the grant to the completion of the project.
