Wayne Trace Local School Board of Education Meeting minutes 6/9/14

The Wayne Trace Local School District Board of Education met in regular session on June 9, 2014 at 7:00 p.m. in the Wayne Trace High School Lecture Hall.

A thirty minute open forum was permitted for the purpose of allowing parents an opportunity to express their opinion concerning a proposed drug testing program.
A presentation of the Math Mania Grant was made by teachers Marla Kemler, Zach Boyer, and Susie Johnson, highlighted by a video produced by the 8th grade class.
The 2014 Excellence in Education Awards were presented to Susan Backus – WTGH, Marie Moore – WTPN, and Dave Alt – WTJH/HS.
Retirement Recognition Plaques were presented to Mike Bok, Marie Moore, Joan Boterf, Kathie Kipfer, and Tom McCord. Those unable to attend included Judy Snook, Anne Gerber, and Debbie Kipfer.
Report of the Treasurer:
Treasurer Gary Ginter reported that the month of June is a settlement and closing period, and further identified accounts and categories that make up the section of the budget termed “other objects”. He also presented the proposed annual liability insurance proposal provided by Phelan Insurance.
14-06-01 Consent Agenda Items:

Payne Elementary School Principal’s Report, Jody Dunham:
Building Updates:
a. Maintenance:
i. Summer maintenance updates are well underway. All classroom moves have been completed and the cleaning process is well underway.
ii. Some of our summer projects include painting the 6 bathrooms in the original part of the building, replacing broken cement sidewalk areas, refreshing the landscape, and removing old trees.
2. We want to sincerely thank our teachers Ms. Joan Boterf and Mrs. Marie Moore for their many years of faithful teaching and service to WTPE. We wish them a very happy and healthy retirement.
3. On May 20, all students who met their Accelerated Reader goal 3 out of 4 grading periods were treated to time on the 3 in 1 inflatable and grilled hot dogs.
4. The PTO provided the students with an educational Dome Theater experience on May 22 and an end of the year Carnival on May 27.
5. The first through sixth grade awards programs were held on May 29. Everyone enjoyed celebrating the many accomplishments of the students.
We wish to congratulate sixth grade student Nathan Gerber for earning all A’s grades 1 through 6. Great job Nathan!
Grover Hill Elementary Principal’s Report, Kevin Wilson:
Maintenance:
Gregg and his summer staff are off to a quick start for the summer cleaning. This year will be a challenge for this summer crew since we have four teachers moving to a different room. Key items for this summer crew:
• Clearing out and cleaning the locker rooms so that they can be used next year
• Removing all items from the stage to keep with the Health Inspector and Fire Inspectors recommendations
• Fixing the tile in the cafeteria. At this time we do not have a quote from anyone, but we have contacted three people requesting a quote
• Fixing all water fountains and sinks to ensure that they are in perfect working condition to begin the school year.
• Continue to watch for leaks in our roof. At this time Gregg had two companies come to inspect the roof. Both companies during their inspection took the liberty to fill in any areas they felt could be a possible leak. We will continue to watch these areas over the summer and hope that all leaks are sealed.
• The playground is in need of one truck load of Engineered Wood Fiber Surfacing. This will be done in August at a cost of $1,667.00
• We would like to have our outside windows cleaned in August. The cost for this is $267.
• Also, during the summer we will have our carpets cleaned
• It is also our goal to put in at least one basketball hoop that is around 8 feet tall. This will help the students in grades 1-3 be able to play basketball during recess.
• Gregg discovered a leak in the air conditioner in the Server Room. This leak is small and at this time not a big concern, but if the leak becomes bigger we will need to look at replacing the coil in this unit at a cost of about $2,000.
Update on the Peroxide system:
Each year Gregg has had to yearly replace or fix both sulfur filters at a cost of $500. At this time we do have one filter going bad and after this one is fixed Gregg feels this will no longer be an issue
When all rooms are cleaned and put back together we plan to take the extra desk, chairs, and other items that we do not need and attempt to sell them.
Academics:
We are anxiously awaiting all of the OAA scores, but we are most anxious about the third grade reading scores. This is the year of the Third Grade Guarantee, which states “any student who does not meet the required score must be retained”. At this time we have a few students who are at risk. The good news is that the state has decided to offer a summer OAA for any third grade students who might need this extra attempt. I have contacted the parents of all students at risk and explained to them the time line from when I will receive the scores to preparing for and taking the summer OAA.
I would like to recognize Miss Kathy Sinn for her participation in AEP Ohio’s E smart energy and efficiency education program. Miss Sinn was one of 350 teachers who participated in this program. For her participation Miss Sinn received over $500 in science supplies and equipment for use in her classroom.
On Thursday, May 29 WTGH held two awards assemblies to honor the academic efforts and success of our students. The awards assembly for grades 1-3 was held at 9:30 and then at 1:00 the 4-6 awards assembly was held. During both assemblies we had several parents and grandparents come to celebrate with their child/grandchild. This was a very good way to end the school year for the WTGH students.
On Monday, June 2, I was able to meet one to one with all of my teachers for 20 minutes. During these short meetings, we reviewed this past year and set goals for next year. As I completed the meeting I noticed that every staff member was setting personal goals to become better teachers. This is very exciting and also very encouraging as we begin preparing for next year.
Other Items:
**The PTO and many volunteers turned out to be a wonderful Carnival/Olympic Day for our students. The weather was perfect, the activities were outstanding, and the students had a wonderful time.
Jr./Sr. High School Principal’s Report, Greg Leeth:
1. **Several people were involved in the planning and organizing of several important events to finish the year. Tony Langhals, Sarah Franz, Dave Alt, Kathie Kipfer, Camille Myers, Susie Johnson, Jerry Hessel, and Kenny Speice were a tremendous help in all that went into making the graduation ceremony a success. An incredible amount of preparation done behind the scenes allows for the event to take place with minimal disruptions and distractions. It truly was a team effort.
The Senior Awards Night held on May 15 was organized by Sarah Franz with help from Dave Alt. **Many senior students were honored and received scholarship money.
Sarah and Tony Langhals also organized underclassmen awards programs that were held on the last day of school, May 29. **Many underclassmen also won awards and honors.
2. Informational meetings were held in May for students and parents regarding the 1:1 computer implementation. Meetings held on May 13 and 22 in the high school cafeteria were well attended. **Jerry Hesse] and JoEllen Sisson did alot of the work to make this initiative a success.
3. On May 19 the Student Council, under the guidance of Annette Sinn successfully hosted Relay for Life which generated just over $6000 in donations from students and staff.**
4. May 30 was the last day of work for retiring teachers Tom McCord, Judi Snook, and Anne Gerber. All three have had a tremendous influence on hundreds of Wayne Trace students. I appreciate all that they have done for the students and community. Additionally, classified employees Debbie Kipfer and Kathie Kipfer have submitted their retirement letters. All of these employees will be missed.
5. Also on May 30, teachers received assessment literacy training to help them prepare to write valid pre and post tests that will be used to determine student growth for a teacher’s SLO. The SLO is a local measure that contributes to the student growth component for the teacher evaluation.
6. On the first day of school, one theme of my message to students was that there has never been a better time to be a Raider. Athletically, we continue to experience historic success. This spring, the boys’ track team won the GMC and the girls’ softball team has qualified for the state tournament. According to Times Bulletin correspondent Kevin Wannemacher, Wayne Trace was the first school in Ohio this year to qualify a team for a regional championship contest in the fall, winter, and spring.
7. Several improvement projects have begun in the high school. The peroxide water system installation is underway, new scoreboards are being hung in the high school gym, and student lockers that are being replaced have been removed. Also scheduled for this summer is painting the high school gym, refinishing the gym floors, and refurbishing the hallway floors.
8. Lastly, I want to commend the graduating class of 2014. They proved to be exceptional students, athletes, and persons. It was a pleasure serving as principal in their final year of high school.
Committee Reports: No Reports
Superintendent’s Report, Steve Arnold:
A. Curriculum
• Race to the Top: The four-year run of RUT went very quickly. **Due to the dedicated work of our principals, our curriculum coordinator, and our teaching staff, we have made many strides over the past few years in the areas of teacher evaluation, student growth measures, and pre and post-assessments. Good job by all. We have signed up for a fifth year with the hope of getting more professional development support from the area “experts.”
• Testing Season: We met the minimum standard for four of the five sections of the OGT. Our math results were slightly under the cut (77%). Now, we anxiously await the OAA results sometime this month. We should be able to report some of our preliminary grade card results at the July BOE meeting.
• In-Service Schedule for 2014-2015: Chris and I are recommending one full waiver day and six two-hour delay days for approval (consent items F and G). We also have a tentative plan laid out for the first several waiver days.
• Technology at the JH/HS building: The 1:1 meetings hosted by Greg and Jerry were very good. We will be prepared to have a computer in the hands of all 7-12 graders near the beginning of the 2014-2015 school year. Like all new programs, we will work the kinks out as we go.
• Technology at the elementary buildings: JoEllen will be shifting much of her time and attention to the elementary buildings next year. She will be working closely with the teachers to help teach keyboarding skills, while also integrating technology into teachers’ regular lesson plans. With our recent purchase of computers, we now have enough computers for every student in grades 4-6 and nearly enough for each 3rd grader as well.

• Due to SERS restrictions, Ann Olwin will need to resign as girls’ faculty manager (consent item E). If all goes as planned, she will reapply and be approved for the same job in August.
• Consent items 1, J, and K all include recommendations for supplemental coaching/advising positions. These recommendations come from those administrators involved with their job performances.
• Consent item L is our list of recommendations for summer technology workers. These students will be under the direction of Jerry Hessel.
• We have concluded interviews for the remaining teaching positions. The recommendations from the principals and me can be found in the add-on consent items M, N, 0, P, and Q.
C. Buildings and Grounds
• I am in the process of setting up tours of four area schools’ auditoriums. Two of our performing arts association boosters will accompany me.
• Painting of Main Gym: We are getting the gym painted in the first or second week of July.
• Lockers at JH/HS: We are in the process of upgrading several sets of lockers.
• Press boxes for SB and BB: Jim continues to work with the athletic booster club with the goal of bringing press boxes to both fields next year.
D. Events
• Awards Programs: Mrs. Jody Dunham, Mrs. Sarah Franz, Mr. Greg Leeth, and Mr. Kevin Wilson **hosted nice year-end awards programs at their respective buildings.
• Music Concerts: **Miss Sharon Spinner, Mrs. Marie Moore, Mrs. Anne Wieland, and Mrs. Joni Wenninger held several, nice concerts to end the school year.
• Graduation: **Mr. Greg Leeth, Mr. Dave Alt, Mr. Tony Langhals, and Mrs. Sarah Franz coordinated a nice commencement ceremony. Grounds keepers and custodians had the grounds and building looking and feeling very nice that day.
• Athletics: Our softball and boys’ track and field teams had outstanding seasons (consent items C and D).
E. Operations
• Student Achievements: Our Class of 2014 Valedictorians (list of names is found in consent item A).
• Free and Reduced Programs: I am recommending that we continue our participation in both the federal breakfast and lunch programs (consent item H).
• Enrollment: Our final enrollment was 1,031 for PK-12.
• Tim Baker put one bus through an early inspection. It passed, so we will use that bus for summer transportation. The remaining buses will go for inspection on July 17.
• Negotiations: We are set to begin the process on June 18.
