Mayor Hoeppner, Councilman Rice, Renner, Gerig and Voirol, Treasurer Sarrazine, Superintendent Walls and Chief Duhamell were present.
7:00 p.m. – Pledge
BUDGET HEARING:
The budget hearing opened with the first reading of the 2016 budget. Councilman Voirol took exception to the budgeted amount for the Deputy Clerk which would have taken her to part time 5 hours a day. He presented a survey he had done of similar size communities and what was the normal pay and hours. All but one had a full time Deputy Clerk and all had a full time Utility Clerk. Woodburn only employs one Deputy Clerk who performs the duties of the Utility Clerk as well as the Deputy Clerk. Councilman Voirol made a motion to reinstate the budgeted amount from 2015 and keep her full time. Councilman Gerig 2nd, Councilmen Voirol, Renner and Gerig voted Yay, Councilman Rice voted Nay, motion passed. At this point the mayor left the meeting and the council put Mike Voirol in as Mayor Pro Tem and the budget hearing was continued and after input from the audience was then closed at 7:15pm.
Police Department:
Woodburn Police Department Reserve have logged 79 patrol hours so far this month with eight different reserves working during the past three weeks. Chief Duhamell attended the Northeast Indiana Training Council in Ligonier. We discussed the new academy requirements for reserve officers and they are taking steps to address those issues. The new Dodge Ram police vehicle has not received a delivery date yet.
Audience:
A resident requested the status of a tree in front of his property. Councilman Gerig told him that it was not in our budget to take down the tree and that it still had life in it. Tim Cummins asked if he could still be reimbursed out of this year’s budget for a conference he is attending, Treasurer Sarrazine responded that she could encumber it and pass it forward to next year.

Treasurer: Meeting minutes from September 8th were presented, Councilman Voirol made a motion to approve, Councilman Renner 2nd, Councilman Voirol, Renner & Gerig voted to approve, Councilman Rice abstained, motion carried. Warrants were presented for payment, Councilman Rice made a motion to approve, Councilman Gerig 2nd, all approved motion carried.
Superintendent Walls :
Thanked everyone for water samples. Cooley was here today to do manholes. The lift station is not finished. Dozerwerks will be here tomorrow to fix the leak in the Hamptons.

Disappointed that we can’t discuss things and work things out.
Councilman Gerig: No Report
Councilman Voirol:
Last week the mayor suggested we hire a professional to upkeep and plant the planters downtown. I would like to see if the garden club would be interested in doing it for the cost of the plants instead. It was suggested by the audience that we check with Beverly Nurseries, Koenomen and Armbruster as well.
Councilman Gerig made a motion to adjourn 8:00 p.m.
