This 2nd day of November, 2015, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry, and Nola Ginter, Clerk ALLOWANCE OF CLAIMS: Warrants documented as 220224 through 220274 for County Bills were approved and certified to the County Auditor for payment.
IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:
The Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claim on October 28, 2015, Warrant numbered 220143 through 220197 in the amount of $39,949.78; and it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF RECEIVING AND AWARDING QUOTES FOR GENERAL OBLIGATION NOTES:
This 2nd day of November, 2015, the Board of County Commissioners received quotes from County banking institutions to borrow funds in the amount of $58,666.68 for the CIC #1: State Bank & Trust – 1.88%, $1,173.39, 360/365 Antwerp Exchange Bank – 1.90%, $1,114.66, 365/365 First Federal Bank – 2.16%, $1,249.84, 360/365 First Financial Bank – Decline Bid A motion was made by Mr. Tony Zartman to accept the quote from Antwerp Exchange Bank for a general obligation note at an interest rate of 1.90%, with no penalty for early payment; and the Board of County Commissioners does hereby authorize any two of the three Commissioners to sign the note. The note will be for one (1) year with the Prosecutor’s opinion to be included.
IN THE MATTER OF APPOINTING A FACILITIES GOVERNING BOARD MEMBER TO THE W.O.R.T.H. CENTER:
Paulding County is a member of the Western Ohio Regional Treatment and Habilitation Center (W.O.R.T.H.), a community based corrections facility located at 243 Bluelick Road, Lima, Ohio; and as a Member County it is incumbent on this Board to act in conjunction with the other Member Boards of Commissioners to reappoint the Commissioners’ appointment to the Facilities Governing Board; and Kimberly Switzer was appointed by the Boards of County Commissioners to serve an initial three (3) year term, beginning October 12, 2006, and expiring October 12, 2009; was reappointed for another three (3) year term beginning October 12, 2009, and expiring on October 12, 2012; and was reappointed for another three (3) year term beginning October 12, 2012, and expiring October 12, 2015; and pursuant to Section 2301.51 of the Revised Code, this Board, in conjunction with the other Member Boards of W.O.R.T.H., wishes to reappoint Kimberly Switzer to a full three (3) year term effective October 12, 2015, and ending on October 12, 2018. Now, therefore this Board, as a member County, and with the collective Boards of County Commissioners, hereby appoints Kimberly Switzer to the Facilities Governing Board of W.O.R.T.H. to a full three (3) year term effective October 12, 2015, and ending October 12, 2018. Clerk of this Board certify a copy of this Resolution to the Facilities Governing Board of the W.O.R.T.H. Center and be included with the Resolutions of the other eight (8) member Counties, which collectively shall constitute the appointment of said member.

Meeting Notes of Appointments
• Jim Munger, McDonald’s Design and Building – Mr. Munger reported the steel beams are in and work on the interior dome repair will begin tomorrow. He noted the crane will be coming in sometime today. He also said they are installing the new ladders today. The Commissioners appreciated his update on the dome renovation project.
