Paulding county commissioners meeting minutes 11/4/15

This 4th day of November, 2015, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, and Nola Ginter, Clerk; Absent: Mark Holtsberry ALLOWANCE OF CLAIMS: Warrants documented as 220275 through 220364 for County Bills were approved and certified to the County Auditor for payment.

EXECUTIVE SESSION:

A motion was made by Mr. Tony Zartman to go into executive session at 8:04 a.m. with the Paulding Count Prosecuting Attorney to discuss legal matters. The motion was seconded by Mr. Roy Klopfenstein. All members voting yea. At 8:22 a.m. all members present agreed to adjourn the executive session and go into regular session. IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:

The Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claim on November 4, 2015, Warrants numbered 220276 through 220334 in the amount of $62,068.88; and it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AUTHORIZING THE PAULDING COUNTY AUDITOR TO PAY ADMINISTRATION FEES FOR THE LAST HALF OF 2015 TO PAULDING COUNTY ECONOMIC DEVELOPMENT FOR REVOLVING LOAN FUND 080:

The rules issued by the Ohio Department of Development state that 20% of the interest income and principal received from the Revolving Loan Fund annually and other fees associated with preparation and filing of applications may be withdrawn for administration; and the Paulding County Economic Developer submitted a request to the Paulding County Commissioners to pay the administrative fees in the amount of Four Thousand Three and 36/100 ($4,003.36) from Revolving Loan Fund 080 to Paulding County Economic Development. Now, therefore the Board of County Commissioners does hereby authorize payment of administrative fees in the amount of Four Thousand Three and 36/100 ($4,003.36) from Revolving Loan Fund 080 to Paulding County Economic Development in the form of a check.

IN THE MATTER OF CREATING NEW EXPENSE LINE ITEM IN FUND 001-035:

The Board of County Commissioners does hereby direct the County Auditor to create a new expense line item: 001-035-00019 Dare Program – $20,000.00

IN THE MATTER OF MODIFYING THE 2015 ANNUAL APPROPRIATION (FUND 001-016):

The Board of County Commissioners does hereby modify the 2015 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds: FROM: 001-001-00008/General Fund/Commissioners/Other Expenses TO: 001-016-00006/General Fund/Commissioners’ Buildings & Grounds/Utilities, Phone AMOUNT: $20,000.00

IN THE MATTER OF AMENDING THE 2015 ANNUAL APPROPRIATION (FUND 002):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2015 Annual Appropriation by appropriating the following in the Dog & Kennel Fund (Fund 002): 002-001-00003/Dog & Kennel/Supplies AMOUNT: $5,000.00

IN THE MATTER OF AMENDING THE 2015 ANNUAL APPROPRIATION (FUND 032):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2015 Annual Appropriation by appropriating the following in the Certificate of Title Fund (Fund 032): 032-001-00006/Certificate of Title/Other Expenses AMOUNT: $26,614.00

IN THE MATTER OF AMENDING THE 2015 ANNUAL APPROPRIATION (FUND.155):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2015 Annual Appropriation by appropriating the following in the Microenterprise Fund (Fund 155): 115-001-00001/Microenterprise/Loans AMOUNT: $580.62

EXECUTIVE MOTION:

A motion was made by Mr. Tony Zartman to go into executive session at 11:34 a.m. with the Paulding County Court Judge Suzanne Rister to discuss personnel matters. The motion was seconded by Mr. Roy Klopfenstein. All members voting yea. At 11:52 a.m. all members present agreed to adjourn the executive session and go into regular session. Meeting Notes of Appointments: Pam Miller, Economic Development – Ms. Miller presented the Paulding County Economic Development’s (PCED) letter requesting the first half 2015 administration fees for the Revolving Loan Fund (RLF)((Fund 080) in the amount of $4,003.36. Attached to the request were the work logs, indicating the hours worked on RLF by the PCED Director and Administrative Assistant for January 2105 through June 2015. Travis McGarvey, Paulding County Engineer – Mr. McGarvey met with the Commissioners to provide and update. He noted the additional, heavy traffic to and from the wind turbines does effect the lifespan of the roads. The wind farm companies have had road agreements with the county and townships to return the roads to their original (or an upgraded) condition. McGarvey stated that, while upgrading the condition of a roadway is a good thing, it could result in higher maintenance costs for his office and the township trustees in the future. Mr. McGarvey also noted he is beginning union negotiations. Judge Suzanne Rister, County Court – Ms. Rister reported traffic violation cases are up from last year. She noted that a high percentage are out of state. She requested an executive session to discuss personnel issues (see resolution above). Coral Fetzer and Ryan Mapes, Paulding County Soil and Water Conservation District – Ms. Fetzer presented the October financial reports as requested. She also provided September’s activity report for the Commissioners’ review. Ms. Fetzer was excited to announce she will be applying for a grant for Paulding County. She added that Paulding County would have a good chance of being the lead county for the grant that would provide a technician to share with another county. Ms. Fetzer and Mr. Mapes discussed office space, which may become an issue if the grant is secured. Ms. Fetzer was happy to announce PCSWCD has been chosen to host the 2016 Ohio Federation of SWCD’s Envirothon. The event will take place at the Nature Center at the fair grounds. Envirothon is designed to stimulate, reinforce and enhance interest in the environment and natural resources among high school students. It tests students’ knowledge of soils, forestry, wildlife, aquatic ecology and current environmental issues, while encouraging cooperative decision-making and team building. While each student on an Envirothon team is challenged to contribute his or her personal best, the score that counts at the end of an Envirothon is the team score. A team consists of five students, all from the same high school. An adult advisor (or advisors) must accompany the team, but is not permitted to assist the team during the competition.
