PAULDING COUNTY COMMISSIONERS MEETING MINUTES 3/26/18

This 26th day of March, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman,Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk

ALLOWANCE OF CLAIMS

Warrants documented as 240951 through 241004 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on March 21, 2018, Warrants number 240852 through 240860 in the amount of $6837.00; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 024)

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the Permissive Tax Fund (Fund 024), to-wit; 024-001-00001/Permissive Tax/Expense AMOUNT: $2500.00

IN THE MATTER OF AUTHORIZING THE COUNTY ENGINEER TO SELL SURPLUS EQUIPMENT AT PUBLIC AUCTION

WHEREAS, pursuant to Ohio Revised Code §307.12, when the county has personal property, including motor vehicle, road machinery, equipment, tools, or supplies, that is not needed for public use, is obsolete, or is unfit for the use for which it was acquired, and when the value of the property to be sold exceeds two thousand five hundred dollars, the board may sell the property at public auction; and

WHEREAS, Travis McGarvey, Paulding County Engineer, has the following equipment that has exceeded its useful life for the County Engineer’s office operation; to-wit: 1900 East Aluminum Dump Trailer SN: 1E1D1S282LRD11738

now, therefore; BE IT RESOLVED, that the Board of County Commissioners, pursuant to Ohio Revised Code, Section §307.12, does hereby authorize the Paulding County Engineer to sell the above-listed property at public auction.

IN THE MATTER OF THE COUNTY COMMISSIONERS ASSOCIATION OF OHIO SERVICE CORPORATION (CCAOSC) WORKERS’ COMPENSATION GROUP RATING PLAN AGREEMENT 

WHEREAS, Section 4123.29 of the Ohio Revised Code permits the establishment of employer group rating plans in order to group the experience of employers for workers’ compensation rating purposes; and

WHEREAS, the County Commissioners’ Association of Ohio (CCAO) acting through CCAOSC, its Service Corporation, as sponsoring organization within the meaning of Section 4123.29 and the regulations associated with same, establishes a group for the benefit of its membership for the purpose of obtaining a group rating pursuant to Section 4123.29 of the Ohio Revised Code and the name of the plan is CCAO Workers’ Compensation Group Rating Plan referred to as the “CCOA Group Rating Plan”; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby enter into a Workers’ Compensation Group Rating Plan Agreement with CCOA Service Corporation as of July 1, 2018, for the purpose of achieving lower workers’ compensation rates resulting in the establishment of safer working conditions and environments.

IN THE MATTER OF ENTERING INTO AN AGREEMENT WITH EWING LANDSCAPE & DESIGN

BE IT RESOLVED, the Paulding County Board of Commissioners does hereby enter into an agreement with Ewing Landscape & Design accepting a proposal for a sign structure and landscaping around the sign at the Jacob Eaton Children’s Home; RESOLVED, the standard terms and conditions of the proposal are on file in the Commissioners’ office.

Meeting Notes of Appointments

• Nick Martinez – Mr. Martinez presented an invoice to the Commissioners to begin replacing concrete walkways around the eastside of the courthouse.

• Doug Cook – Mr. Cook presented a draft to the Commissioners of the sign structure design for the Jacob Eaton Children’s Home. A resolution entering into an agreement with Ewing Landscaping accepting a proposal for sign construction and landscaping around the sign at Jacob Eaton Children’s home was passed.  (See resolution above)

• Ed Bohn – EMA, Red Cross, Keith Parrill, Senior Disaster Program Manager/Ohio Buckeye Region – Mr. Bohn, along with Mr. Parrill met with the Commissioners to discuss the Red Cross organizing a chapter here in Paulding County.  Mr. Parrill commented that the Red Cross is completely neutral utilizing local resources, until we run out.  We are not first responders. We have had more volunteers join the Red Cross in five months then we’ve had in the last five years.  Our disaster volunteers are not free labor. We test like crazy to make sure we’re prepared. The State of Ohio is accountable for mass care. The Red Cross is pretty good at mass care.  We have a national hotline.  Our standards are to show up within an hour. The Red Cross’ job is to make you look good.  We are good at what we do.  We lost volunteers. We went from 1100 to 600, some of which do not want to take the additional training. We don’t do businesses, we do residential. As you get out to residential, we share our information with our partners. We track everything spent on the Red Cross. A lot of this is driven financially of what we are capable of and what we can do financially. We get the resources to you early, scale up early and scale up often. We don’t have that many volunteers that live in Paulding County. In the next 60 days, you’ll accept APPS on your phone to identify Red Cross shelters.  Our ultimate goal is to take care of the client and protect our donor dollars. Client recovery is what the money is used for. We cannot be responsible for what people use the funds received for. We won’t come to a scene unless you call us. The Red Cross is not going anywhere, but we are stepping back. Our emergency operations plan states that the Red Cross, for a disaster, will still be there. Commissioner Zartman commented to Mr. Parrill that he appreciates the Red Cross assisting our community.

• Ed Bohn, EMA – Mr. Bohn continued a discussion with the Commissioners moving forward with Emergency Response Plan. Mr. Bohn will be meeting with the School Boards about the Emergency Response Plan. This allows for every responding agency to know where they need to be. They need to be able to become accustomed to having the response plan. All three school boards and one hundred fifty copies of the plan for the emergency responders in Paulding County total approximately $7000. Mr. Bohn advised the Commissioners that he is trying to get the grant funding reinstated. Mr. Bohn will be hosting live propane training in April.
