WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on May 7, 2018, Warrants numbered 241971 through 242059 in the amount of $33,387.77; and
WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and
WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AUTHORIZING THE CHAIRMAN OF THE BOARD TO SIGN A MOU BETWEEN THE OHIO DEPARTMENT OF PUBLIC SAFETY, EMERGENCY MANAGEMENT AGENCY ON BEHALF OF THE COMMISSIONERS
WHEREAS, Ohio EMA is charged with the coordination of all activities of all agencies for emergency management within the state and in carrying out those duties on behalf of the Governor, shall utilize the services, equipment, supplies, and facilities of existing agencies of the state and political subdivisions to the maximum extent practicable and the officers and personnel of all such agencies shall cooperate and extend such services, equipment, supplies, and facilities to the Governor or the Executive Director of the emergency management agency upon request (ORC 5502.22 & 5502.28); and
WHEREAS, Ohio EMA and the County Commissioners are willing to cooperate in the operation, maintenance, and use of a generator for the purpose of providing power in the event of a disaster or emergency within the State; and
WHEREAS, this Agreement is advantageous to Ohio EMA, the County Commissioners and the citizens of Ohio.
WHEREAS, the Board of County Commissioners does hereby authorize Tony Zartman, Chairman of the Board of the Commissioners authorization to sign on behalf of the board, now, therefore
BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an agreement with The Ohio Department of Public Safety, Emergency Management Agency and the Board of County Commissioners. The aforementioned Memorandum of Understanding is on file in the Commissioners’ office at 115 North Williams St., Suite B-1, Paulding, Ohio 45879.
EXECUTIVE SESSION
A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:05 a.m. with the County Prosecutor to discuss legal matters. The motion was seconded by Mr. Mark Holtsberry. All members voting yea.
At 8:35 a.m. all members present agreed to adjourn the executive session and go into regular session.
RESOLUTION – ORDER FIXING TIME OF VIEW AND FIRST HEARING

IN THE MATTER OF THE EAGLE CREEK-WILSON COUNTY DITCH NO. 26 PETITIONED FOR BY GEORGE HUNT
WHEREAS, on the 9th day of May, 2018, the Clerk of the Paulding County Commissioners gave notice to the Board of County Commissioners of Paulding on the filing with her of a petition signed by George Hunt, Petitioner, for the location and recondition of the Eagle-Creek Wilson Ditch, No. 26; and
WHEREAS, It appears to said Boards that the proper bond has been filed with the Clerk approved, conditioned for the payment of costs of notices, plus any other incidental expenses, except the cost made by the Engineer in making his survey, maps, plans, profiles, and schedules, if the prayer of the petition is not granted, or if said petition is for any cause dismissed; therefore, be it
RESOLVED, by said Board of County Commissioners of Paulding that the 6th day of June, 2018, at 1:30 o’clock p.m., at the intersection of County Road 179 and Eagle Creek (800’ north of 637 on County Road 179), be and the same is hereby fixed as the time and place for the view thereon; and be it further
RESOLVED, that the 16th day of July, 2018 at 9:00 o’clock a.m., at the Auglaize Township Firehouse, 21050 SR 637, Oakwood, Ohio is hereby fixed as the time and place for the first hearing on the petition; and it is further

Meeting Notes of Appointments
• Jerry Zielke , Economic Development Director – Mr. Zielke informed the Commissioners that he is working on a request for grant funds for the former 18 Wheeler Truck Stop clean up located in Cecil, Ohio. There is an invoice from Tetra Tech being paid out of the Abandoned Gas Station Fund for the Environmental Site Assessment.
• Claudia Fickel, County Auditor –Ms. Fickel presented distributed the General Fund Receipts and Expense reports. General Fund Receipts for April of $378,937.89 were up by $168,277.13 from April of 2017 and also up by $45,123.49 from March 2018. General Fund Expenses for April of $569,470.99 were slightly down from April of 2017 by $228.32 and also down from March 2018 by $163,357.51. The Real Estate and Mobile Home Conveyance fees collected in April totaled $12,030.30, down from April of 2017 and down from March, 2018 by $8264.70 and $1197.30, respectively. Ms. Fickel reported the General fund cash balance of $1,622,096.18 as of May 15, 2018. Ms. Fickel reminded the Commissioners that dog tags are still available. She also made mention that any dog 3 months of age and older is still required to have a dog tag. Ms. Fickel spoke of the GIS update for aerial software to check scan surveys, deeds and to provide consistent and accurate surveys and legal descriptions. The company is currently working on a contract. Ms. Fickel is utilizing her staff to look at alternative revenue sources to fund this project, including grants. The tax map office will need some upgrades to equipment and training for the updated GIS system. Eventually the tax map office and the real estate office will be on the same system. The next Board of Revisions hearing is scheduled for May 30th at 9:00 a.m.
• Ed Bohn, EMA Director – Mr. Bohn met with the Commissioners to present a Memorandum of Understanding between The Ohio Department of Public Safety, Emergency Management Agency for the generator for EMA that the county is going to house for principal use for regional deployment of a power source for emergency response to a disaster to other parts of the state. (See Resolution above). Mr. Bohn updated the Commissioners on the training facility. Mr. Bohn will submit an application for Paulding County Ohio Emergency Management Agency for IPAWS hookup. Mr. Bohn has been working with Everbridge Nixle 360 in an effort to make Paulding County a safer place. Mr. Bohn commented that the IPAWS hookup is when national weather service or when Amber Alerts go off, wherever you’re at, you should get the message. Mr. Bohn also informed the Commissioners that the county should receive the EMPG portion of the grant of $12,300 once submitted. There is an LEPC meeting May 23rd at noon. Mr. Bohn held the propane class of which fifteen individuals attended. Four individuals had mentioned that it was one of the best trainings that they have attended. Mr. Bohn submitted an application with Norfolk Southern Railroad for rail car training for derailments and chemical spills.
• Lonnie Miller, Fairboard – Mr. Miller has a discussion with the Commissioners regarding ground maintenance at the fairgrounds.
