IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS
WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on November 19, 2018, Warrants numbered 246844 through 246919 in the amount of $3677.08; and
WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and
WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore
BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

RESOLVED, That the County Engineer is hereby directed to prepare the contracts and bonds and, having secured the signatures of the bidders and their sureties, present the same to this Board for approval; and be it further
RESOLVED, That the whole of such work shall be completed and all material furnished on or before the 30th day of September, 2019, provided that the time of furnishing the material and completing the labor shall correspond with the time provided for its use in the progress of the work.

IN THE MATTER OF SIGNING AN AGREEMENT BETWEEN THE VILLAGE OF HAVILAND AND THE PAULDING COUNTY SHERIFF
WHEREAS, Ohio Revised Code, Section 311.29 authorizes the Sheriff to enter into a contract with a municipal corporation for the performance of police services which a municipal corporation may perform, exercise or render, and
WHEREAS, the Sheriff has adequate and qualified police personnel and equipment to provide said police protection; now therefore;
BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an agreement with The Village of Haviland and the Paulding County Sheriff. The aforementioned agreement is on file in the Commissioners’ office at 115 North Williams St., Suite B-1 Paulding, OH 45879.
Meeting Notes of Appointments
• Joe Burkard, County Prosecutor – Mr. Burkard met with the Commissioners to discuss the budget for the Prosecutor’s office for 2019.
• Ed Bohn, EMA Director, Matt McDougall, 911 Coordinator – Mr. Bohn and Mr. McDougall discussed the desire for some citizens that wish to be removed from the Nixle Emergency Alert list. The EMA Director will take a collection of names and phone numbers to remove citizens from the list of emergency calls. Mr. Bohn will have a waiver form created for citizens to fill out to have their name removed from the list. To receive emergency alerts on your cell phone, text your zip code to number 888-777.
• Lou Wannemacher, County Treasurer – Ms. Wannemacher presented her investment reports having $16,746,919.44 invested. Ms. Wannemacher also discussed her 2019 budget for the Treasurer’s office.
• Claudia Fickel, County Auditor – As of November 21, 2018, the general fund was at $1,600,284.00. Ms. Fickel noted that the IT Manager is working on putting a program on her employee’s computers to assist with the new phone system. Ms. Fickel also discussed with the Commissioners her 2019 budget for the Auditor’s office and presented the monthly General Fund Receipts, Sales Tax Revenue through November and the Real Estate and Mobile Home Conveyance Fees report.
• Jerry Zielke, Economic Development Director – Mr. Zielke presented the PCED Director’s Report for Sept-October 2018 for the Commissioners review.
• Sheriff Landers – The Commissioners presented Sheriff Landers his 2019 budget. Sheriff Landers then presented his 2018 projections and monthly Jail report for the month ending October 31, 2018. There were 81 male inmates serving 1103 days and 22 female inmates serving 207 days in the month of October for a total of 1310 days served. Total inmates held were 103. The average inmates held per day was 42.2 with 35.5 being male and 6.6 female. The average inmates stay per day was 12.7 with 13.6 being male and 9.4 female. Total meals served for the month of October totaled 3,621 meals.
