ALLOWANCE OF CLAIMS
Warrants documented as 247264 through 247336 for County Bills were approved and certified to the County Auditor for payment.
IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS
WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on December 03, 2018, Warrants numbered 247183 through 247263 in the amount of $204,207.66; and
WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and
WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore
BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.
IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 134)
BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the County Court Special Project Fund (Fund 134), to-wit; 134-001-00003/Co. Court Special Projects/IDIAM AMOUNT: $3,921.00
IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 001-010)
BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Juvenile Court Fund (Fund 001-010), to wit; FROM: 001-010-00009/ Juvenile Court/Other Expenses TO: 001-010-00006/Juvenile Court/Child Support AMOUNT: $1500.00

IN THE MATTER OF REDUCING A BRIDGE LOAD LIMIT
WHEREAS, upon completion of a recent inspection of bridge PAUCR151-4.34 on the Latty and Washington Township line between Road 60 and Road 72, in Section 12 (Latty Township) and Section 7 (Washington Township), on County Road 151 over Prairie Creek, the Paulding County Engineer, Travis McGarvey is recommending the load limit be reduced due to structural deficiencies; now, therefore
BE IT RESOLVED, that the Board of County Commissioners, upon the recommendation of the Paulding County Engineer, does hereby authorize the load limit for the aforementioned structure; to-wit; Bridge PAUCR151-4.34 Township, Section Latty, Section 12, Washington, Section 7 New Load Limit 10 tons Stream Prairie Creek
EXECUTIVE SESSION
A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:30 a.m. with the County Prosecutor and County Auditor to discuss legal matters. The motion was seconded by Mr. Mark Holtsberry. All members voting yea.
At 8:39 a.m. all members present agreed to adjourn the executive session and go into regular session.
Meeting Notes of Appointments
• Joe Burkard, County Prosecutor – Mr. Burkard briefly discussed county business with the Commissioners including his 2019 budget.
• Dan Foust, SWCD – Mr. Foust compiled numbers and presented reports for SWCD appropriations per County from all of Ohio’s 88 counties along with a Financial Analysis graph report, income and expense report showing a forecast through 2021. Mr. Foust also presented an employee salary survey for Area 1. Mr. Foust indicated that Paulding County Soil & Water Conservation District would like to stay with their three full time employees, which is where they are currently. Van Wert County is similarly funded with three full time employees as well.
• Travis McGarvey, County Engineer – Mr. McGarvey informed the Commissioners that there was a Transportation Improvement District (TID) meeting this morning and another one planned for January. Mr. McGarvey also informed the Commissioners that the bridge on Township Road 191 is open. The bridge on Road 82 will be open in approximately two weeks. McGarvey noted that the hold-up is the guard rail company coming in. There are also some water issues on Road 10 at the Defiance/Paulding County line in Auglaize Township about ½ mile east of the river road. There is also a bridge on Road 151 over Prairie Creek between Roads 60 and 72 in Latty and Washington Township that needs the weight limit lowered. The current limit is at 30 tons. (See resolution above).
• Ed Bohn, EMA Director – Mr. Bohn presented the Nixle Liability Release Form that will be emailed to the Sheriff and added to the Commissioners web page so that people can opt out of county wide emergency phone calls if they so choose. Mr. Bohn also noted that the grant for the Homeland Security FY17 Radio Grant has gone out to bid. The bids also go out next week for the two telescoping light towers in Defiance, Putnam, Williams and Paulding Counties. Mr. Bohn also informed the Commissioners that a meeting was held with the County Fire Chiefs and Vantage. They have agreed to sign a contract for the burn building. Mr. Bohn lastly informed the Commissioners that the first annual Merry and Bright Festival was a success.
