PAULDING COUNTY COMMISSIONERS MEETING MINUTES 3/6/19

This 6th day of March, 2019, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry and Cindy Peters, Clerk

ALLOWANCE OF CLAIMS:

Warrants documented as 249684 through 249724 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on March 4, 2019 , Warrants numbered 249677 in the amount of $4,800.00; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 115):

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Juvenile Court Security (Fund 115):

115-001-00001/Juvenile Court Security/Miscellaneous

AMOUNT: $270.55

IN THE MATTER OF AWARDING THE BID FOR THE PY2018 CDBG ALLOCATION PROGRAM FOR VILLAGE OF OAKWOOD WATER IMPROVEMENTS PROJECT:

WHEREAS, Four (4) proposals were received for the PY2019 Village of Oakwood Water Improvements Project; and 

WHEREAS, after review of the aforementioned proposal, Maumee Valley Planning Organization, Poggemeyer Design Group and the Village of Oakwood have recommended that the project be awarded to S4 Water, 160 Vanderbilt Ct., Bowling Green, KY 42103; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby award the PY2019 Village of Oakwood Water Improvements Project in the amount of $30,584.00; and be it

FURTHER RESOLVED, that the Board of County Commissioners does hereby authorize the Chairman of said Board, Mr. Roy Klopfenstein, to sign all paperwork related to the project on behalf of the Board of County Commissioners.  

IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 257):

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Juvenile Treatment (Fund 257):

257-001-00003/Juvenile Treatment/Parent Programs

AMOUNT: $5000.00

IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 257):

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Juvenile Treatment (Fund 257):

257-001-00003/Juvenile Treatment/Other

AMOUNT: $3000.00

IN THE MATTER OF ENTERING INTO AN AGREEMENT WITH BLACK SWAMP MAUMEE AND GAS ENGINE AND TRACTOR CLUB:

WHEREAS, that the Paulding County Commissioners does hereby remise, let and lease unto the Black Swamp Maumee and Gas Engine and Tractor Club one area of land located on Fairgrounds Road, Paulding, Ohio; and

WHEREAS, Black Swamp Maumee and Gas Engine and Tractor Club agrees to pay Paulding County Commissioners one dollar per year, maintain a policy of liability insurance with lease beginning March 2019 and terminating December 31, 2019; therefore be it

RESOLVED, the Paulding County Board of Commissioners does hereby enter into an agreement with Black Swamp Maumee and Gas Engine and Tractor Club with said lease agreement being on file in the Paulding County Commissioners’ Office located at 115 North Williams St., B-1, Paulding, Ohio; and be it

FURTHER RESOLVED, that the Board of County Commissioners does hereby authorize the Chairman of said Board, Mr. Roy Klopfenstein, to sign all paperwork related to the agreement on behalf of the Board of County Commissioners.

IN THE MATTER OF ENTERING INTO AN AGREEMENT WITH ZUERCHER:

WHEREAS, public safety software, hardware and related services is needed at the Paulding County Sheriff’s office; therefore

BE IT RESOLVED, the Paulding County Board of Commissioners does hereby enter into an agreement with Zuercher Technologies, LLC on behalf of the Paulding County Sheriff’s office with said lease agreement on file in the Paulding County Commissioners’ Office located at 115 North Williams St., B-1, Paulding, Ohio; and be it

FURTHER RESOLVED, that the Board of County Commissioners does hereby authorize the Chairman of said Board, Mr. Roy Klopfenstein, to sign all paperwork related to the project on behalf of the Board of County Commissioners.  

TRAVEL REQUEST:

• Sandee Buffington, Toledo District Meeting, Toledo, OH – March 1, 2019

Meeting Notes of Appointments:

• Joe Burkard, County Prosecutor – Mr. Burkard presented the Black Swamp Maumee and Gas Engine and Tractor Memorandum of Understanding to the Commissioners for review and signatures.  (See resolution above.)

• Jason Landers, Sheriff – Sheriff Landers presented the public safety software, hardware and related services contract with Zuercher Technologies to the Commissioners for signature. The contracted amount is $253,248. (See resolution above.) Sheriff Landers also informed the Commissioners of some gate maintenance that needs performed at the Sheriff’s office along with discussion about information technology needs. Commissioner Zartman informed Sheriff Landers that there are additional grant funds through the County Risk Sharing Authority (CORSA) that could help supplement needs for the jail.

• Travis McGarvey, Engineer – Mr. McGarvey discussed the Transportation Improvement District Code of Regulations with the Commissioners. He also noted that salt usage is up approximately 40% from last year. Mr. McGarvey sent EDP Renewables the lump sum estimate for road maintenance based on what roads need repaired.

• Ed Bohn, EMA Director and Doug Smith, Account Manager with IAP Government Services Group – Mr. Smith and Mr. Bohn discussed with the Commissioners preparation when the capital budget comes around from the State. IAP is working with the Speaker of the House and the State to find possibilities to fund new or a refurbished building to house EMA and a storm shelter. We want to tweak that and have a better number for that possibility, commented Mr. Smith.

• Commissioner Klopfenstein asked Mr. Smith about one of the other projects in preparing for the capital grant is our fairgrounds. Mr. Bohn informed the group that we are not even close to having an adequate facility or room for people to be housed in a storm shelter. In the past people had to be housed in inadequate facilities. We will have our package together by May 1st. Paulding County has never been a capital grant requester. Mr. Smith pointed out that the fact of the matter is there has never been any real power house pusher in this part of the state. Make a big packaged ask. I wouldn’t advise you to stop lobbying for your projects, but there might be some duplication of efforts.
