ALLOWANCE OF CLAIMS:
Warrants documented as 250134 through 250205 for County Bills were approved and certified to the County Auditor for payment.
IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS
WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on March 18, 2019, Warrants numbered 249998 through 250067 in the amount of $2723.84; and
WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and
WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore
BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.
IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 280)
BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Sewage Permit Fund (Fund 280), to-wit; 280-001-00002/Sewage Permit Fund/Fringes AMOUNT: $ 2,800.00

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Sewage Permit Fund (Fund 280), to-wit; 280-001-00001/Sewage Permit Fund/Salaries AMOUNT: $ 18,095.00
IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 010)
BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the Soil Conservation Fund (Fund 010), to-wit; 010-001-00015/Soil Conservation/State Equip Grant AMOUNT: $ 101,500.00
RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT WINTER CONTRACT
WHEREAS, the Paulding County Engineer, Paulding County, Ohio, (hereinafter referred to as the “Political Subdivision”) hereby submits this written agreement to participate in the Ohio Department of Transportation’s (ODOT) annual winter road salt bid (2019-2020) in accordance with Ohio Revised Code 5513.01(B) and hereby agrees to all of the following terms and conditions in its participation of the ODOT winter road salt contract”
a) The Political Subdivision hereby agrees to be bound by all terms and conditions established by ODOT in the winter road salt contract and acknowledges that upon of award of the contract by the Director of ODOT it shall be bound by all such terms and conditions included in the contract; and
b) The Political Subdivision hereby acknowledges that upon the Director of ODOT’s signing of the winter road salt contract, it shall effectively form a contract between the awarded salt supplier and the Political Subdivision; and
c) The Political Subdivision agrees to be solely responsible for resolving all claims or disputes arising out of its participation in the ODOT winter road salt contract and agrees to hold the Department of Transportation harmless for any claims, actions, expenses, or other damages arising out of the Political Subdivision’s participation in the winter road salt contract; and
d) The Political Subdivision hereby requests through this participation agreement a total of 900 tons of Sodium Chloride (Road Salt) of which the Political Subdivision agrees to purchase from its awarded salt supplier at the delivered bid price per ton awarded by the Director of ODOT; and
e) The Political Subdivision hereby agrees to purchase a minimum of 90% of its above-requested salt quantities from its awarded salt supplier during the contract’s effective period; and
f) The Political Subdivision hereby agrees to place orders with and directly pay the awarded salt supplier on a net 30 basis for all road salt it receives pursuant to ODOT salt contract; and
g) The Political Subdivision acknowledges that should it wish to rescind this participation agreement it will do so by written, emailed request by no later than Friday, April 19, 2019. The written, emailed request to rescind this participation agreement must be received by the ODOT Office of Contract Sales, Purchasing Section email: contracts.Purchasing@dot.ohio.gov by the deadline. The Department, upon receipt, will respond that it has received the request and that it has effectively removed the Political Subdivision’s participation request. Furthermore, it is the sole responsibility of the Political Subdivision to ensure ODOT has received this participation agreement as well as the receipt of any request to rescind this participation agreement. ODOT has received this participation agreement as well as the receipt of any request to rescind this participation agreement. The Department shall not be held responsible or liable for failure to receive a Political Subdivision’s participation agreement and/or a Political Subdivision’s request to rescind its participation agreement.
NOW, THEREFORE, be it ordained by the following authorized person(s) that this participation agreement for the ODOT winter road salt contract is hereby approved, funding has been authorized, and the Political Subdivision agrees to the above terms and conditions regarding participation on the ODOT winter salt contract.
Meeting Notes of Appointments:
• Lou Ann Wannemacher, County Treasurer – Ms. Wannemacher distributed monthly reports and then reviewed them with the Commissioners. Total Dollars Invested as of February 28, 2019 shows a total invested of $21,577,438.69. Investment interest income earned to date totals $72,602.32. Ms. Wannemacher then reported on real estate tax collections. The Summary of Charges report for 2018-2019 showed total delinquencies of $1,085,116.20. The delinquency rate for first half is only 4%.
