The following here is an excerpt of a city council meeting back in April of 1883.
The crowning achievement of this administration of Village affairs was reached on Jan. 5, 1886, when on motion of Councilman P.P. Doering, Mayor Long appointed P.P. Doering, Henry Harris and Jacob Saylor as a Committee to negotiate with Judge O. S. Latty for the purchase of the ‘Grove’ east of town.
A great deal of credit must be given these men, who in these early days of the community’s history, did indeed have a great many other important municipal matters to occupy their attention and time, had yet the remarkable foresight to vision the wonderful benefits that could be, and have been derived from this Park, with its tall towering oaks that never could be built by man, and to pass along to us, the present day citizens and for all posterity.
